The Special Data will let you access the entire extra rewards from the Arkhianon Supply's content, which makes it a decent purchase in itself. However, the real reason why the Special Data is recommended is the last reward, which lets you choose 1 of the 6 available partners that are limited to the Arkhianon Supply.

The value of the Zero Data is not massive compared to the benefits given by the Special Data version. It, however, lets you skip 10 levels which may be a decent option to consider if you couldn't progress the Arkhianon Supply's levels fast enough to claim some of the rewards.
If you're looking at the crystal reward you get for the Special Data, consider checking the in-game shop for the purchase rates. The Zero Data provides an additional 5 Tear of Gods and 840 crystals while the shop can provide 600 crystals for the price of 4.99$ which can be a good baseline for comparison.

Nyx is by far the best partner to get from the Arkhianon Supply. Due to the limited effects of all controller partners at the time of writing, there's extremely minimal support for controllers focusing on card draws, which leaves characters such as Cassius and Nia with no partners to work with.
With Nyx being added to your partner pool, you'll be able to utilize card draw effects and boost your entire team's damage for free if Nyx is in the roster.

The Arkhianon Supply is the game's version of a battle pass that lets you obtain rewards by completing missions from the Arkhianon Supply and increasing your levels. This will naturally level up by completing the game's content and is a great passive way to gain extra benefits from constant gameplay progression.
To level up the Arkhianon Supply, you'll need to complete the missions it has. These missions range from daily missions, weekly missions, and seasonal missions. Each mission will refresh based on its duration, except the season missions, which are a one-time-only completion.
If you wish to gain the extra rewards from the Arkhianon Supply, you'll need to purchase either the Special Data content or the Zero Data content from the Unlock Special Data menu in the Arkhianon Supply. This will let you obtain exclusive rewards such as extra Signal Amplification Anchors, Tear of God, and even new Partners!
