Hugo's best build focuses on maintaining his Commence the Hunt stacks by playing multiple copies of Hunting Instincts and providing card draw with his Quick Fix and Dingo Howling. His only goal for his teammates is to always have 5 stacks max all the time to provide more follow-up damage.
He is best suited with the 2/2/2 set consisting of Black Wing, Cursed Corpse and Executioner's Tool to further boost her overall extra damage with his Commence the Hunt. His favored chaos zone is Laboratory 0 to get his best equipment such as Mutant Predator Spike for more damage buff if there are 4 more cards in your hand and it also applies to his extra attacks. Wings of Freedom to get more damage buff after getting hit 3 times and Emblem of an Exceptional Entity for additional damage amount added to his extra attacks.

The best team composition for Hugo includes Tressa and Mika, as their cards synergize strongly with Hugo’s Commence the Hunt mechanic. Mika’s Skill cards for healing and AP sustain help increase Hugo’s Commence the Hunt stacks with each use. As the main DPS, Tressa can generate numerous Shadow Dagger cards that trigger Commence the Hunt to deal additional damage, provided you’ve built up enough stacks.

The most important cards for Hugo are Hunting Instincts, Quick Fix, Dingo Howling, and Fixer's Approach, as these are the key cards for commence the hunt stacks, card draw and extra attack damage buffs.
Hunting Instincts must always have the Initiation epiphany to activate at turn 1. It allows Hugo to maintain his Commence the Hunt stack moreso if he has multiple copies of it. It also allows him to get the more stacks with only one use of a skill card so that he can deal the maximum damage possible with his follow up attacks.
For Quick Fix and Dingo Howling, you need the epiphany that lets him draw cards to help the team cycle through the deck and draw out Tressa's attack cards if needed. Fixer's Approach is also a vital card in Hugo's kit and should always be played as soon as possible before activating his Commence the Hunt stacks.

You’ll want to activate Epiphanies for Tressa’s cards to generate more Shadow Daggers. Unsheathe Dagger initially creates two Shadow Daggers, but can be upgraded to create three. The Shadow Reload card originally creates an Advanced Shadow Dagger, but it can be modified through Epiphany to instead create a Shadow Dagger each time you heal using a Skill card, cards Mika has plenty of.

Hugo's best memory fragment is Black Wing for further attack stat increase, Cursed Corpse Set for increased damage against enemies with Agony and Executioner's Tool for more critical damage. Do note that all of these memory fragments applies to his Commence the Hunt attacks.

For both main stats and substats, aim for Order Damage, Extra Damage, Critical Chance, Critical Damage and Attack. Order damage is a direct multiplier, and you'll want to prioritize Extra Damage to further increase his Commence the Hunt damage while still maintaining the proper critical chance and critical damage increase too.

Hugo's best equipment can only be found in Laboratory 0 which consists of Mutant Predator Spike for 30% increased damage if you have more than 4 cards when it activates. Wings of Freedom for 10% increase damage each time you get hit, maximum 3 times. Emblem of an Exceptional Entity for more 30% additional damage unconditionally. All of these equipments applies to his Commence the Hunt stacks alongside his attack cards.

You can replace Mutant Predator Spike if Hugo can consistently draw 2 cards at the start of each turn because W-52 Dopamine Injector will increase his damage by 40% which is more than 10% than Mutant Predator Spike.

If you aren't able to get the best, you can settle for these equipment that some can be found in any chaos zones inside shops. Obsidian Sword to boost the damage amount of his extra attacks. Incomplete Carapace for shield if you have 5 or more cards in hand at the end of turn but can only be found in Laboratory 0 and Amorphous Cube gives a permanent +25% damage to all his attacks including extra attacks.

Activate Hugo’s Hunting Instincts first, then use Mika’s skill cards to increase Commence the Hunt stacks. This may take more than one turn if you want to maximize your damage output. Acquiring several of Tressa’s Shadow Daggers can also take some time, since the cards you draw are random.
Prioritize getting your Commence the Hunt to max stacks (5 max) to also increase the damage multiplier of the Extra Attack from the mechanic.
