Mei Lin's best build focuses on fueling her Rising Dragon Spire to increase its hit count after using passion cards thanks to her multiple copies of Unity of Attack and Defense redrawing her 0-cost strike cards. Since her kit revolves around using passion cards, Passion Characters are a must have for her team so she can quickly increase the damage of her cards.
She is best suited with the 2/2/2 set consisting of Black Wing for more attack stat, Seth's Scarab to enhance the damage of her basic cards by 20% multiplicatively and Executioner's Tool to enhance her critical damage of her strikes and her Rising Dragon Spire.
Her favored chaos zone is City of Mist to get her best equipment for Season 2: Seed of Karmic Fire such as Foggy Crystal Ball for 40% multiplicative damage buff on 0 AP cost cards. Regenerative Ribcage for a 12% boost to max HP and Flower of Dead Souls for another 20% multiplicative damage buff after using one attack card per turn.

Mei Lin's best team is Veronica and Rei. Veronica is also a Passion character that can draw a lot of cards and help Mei Lin find her essential cards to combo the enemy to death. The third spot for this team is Rei thanks to her ability to thin your deck with her exhausts and a handful amount of additive damage buffs that can significantly increase the effectiveness of Rising Dragon Spire and her strike basic cards.

The Flame Dragon’s Jewel increases your damage by 30% and grants you the ability to apply Passion Weakness on your next attack. This should be the first card you use, as its effects persist throughout the battle. You can also use the critical strike chance epiphany only if you have high enough critical strike chance on Mei Lin.
Focus on obtaining Unity of Attack and Defense to move your Strike cards from your draw pile to your hand at 0 cost. You should also aim to copy this card at the end of your Chaos Run, allowing you to resummon the Strike cards to your hand and greatly increase your damage potential in a single turn.
The Rising Dragon Spire, with its +1 hit for each Passion card used Epiphany effect, allows you to unleash a powerful attack after using all the Passion cards at your disposal in a single turn. Aim to activate this after playing all the Passion cards from both Veronica and Mei Lin to maximize your damage output.

Veronica needs as much draw power as possible so both Repose and Sir Kowalski should draw 2 and be as cheap as possible. While Pendant of Resolution needs the Retrieve 4 epiphany so that you can use it 5 times when Rising Dragon Spire is in your hand.
As for Rei's role in this team, all she needs to have are buffs to both Mei Lin's basic strike cards and then setup a turn to activate Dark Condensation and Predator's Blade before using Rising Dragon Spire to deal a ton of damage.

Scarlet’s passive effect gives a 15% addtitive damage buff, stacking up to two times when you use Mei Lin’s cards consecutively. You’ll also gain Focus, which gives a 20% multiplicative damage per stack and is decreased after activating. Make sure to time your focus stacks carefully so that it will land on Rising Dragon Spire.

For Mei Lin, we recommend equipping Spark of Passion and Seth's Scarab. Spark of Passion grants additional Passion damage upon activating Flame Dragon's Jewel or Unity of Attack and Defense, while Seth's Scarab boosts the damage of her basic attacks—the core offensive cards for this build. For the main stats and substats, you can focus on Critical Chance, Critical Damage, Passion Damage, and Attack.
Replace Seth’s Scarab With Cursed Corpse if You Can Inflict Agony

If any of Mei Lin's teammates or herself can inflict constant Agony to the enemy then Cursed Corpse can replace Seth's Scarab to further boost not just her basic cards but also her Rising Dragon Spire.

For both main stats and substats, aim for Passion Damage, Critical Chance, Critical Damage, and Extra Damage. Critical Chance is much preferred over Damage at the start, especially with the Executioner's Set immediately giving us Damage, and we'll want more crit chances to trigger critical strikes in the first place.

Mei Lin's best equipment can only be found in City of Mist with Foggy Crystal Ball increasing the damage of her 0 AP cost cards by 30% multiplicatively. Regenerative Ribcage for a 12% max HP boost. Flower of Dead Souls for a 20% multiplicative damage after using one attack card per turn.
As for her choice of refinements added in Season 2: Seed of Karmic Fire, her best choice is increasing all the damage of her attack cards by 20% multiplicatively. The other two requires having 18 or less cards of all your party members to get a 30% multiplicative damage while the last is a 25% increase to 2 AP cost attack cards which can only apply to Rising Dragon Spire.

If you aren't able to get the best, you can settle for these equipment that can be found in any chaos zones inside shops. Obsidian Sword to boost the damage amount of her attack cards. Titan Combat Suit for a healing after getting hit once per turn and Amorphous Cube gives a permanent +25% additive damage to all her attacks.

Single Target Multi-Hit Setup
The Single Target Multi-Hit Setup makes use of Passion Cards from Mei Lin to stack hits for Rising Dragon Spire to increase the number of hits the attack does. The video above showcased Mei Lin hitting the target multiple times after playing all the passion cards you can in one single turn! The order of card use is:
- Use Rei and Veronica's upgrade cards to boost the party damage and thin the deck
- Use Spirit of the Aromata for the DMG Increase
- Use every possible Passion cards you can from both Veronica and Mei Lin
- Use Unity of Attack and Defense to Move 2 Strike Cards
- Use All Strike Cards
- (Optional) Use Dark Condensation and Predator's Blade to boost the damage of Rising Dragon Spire if you have the AP for it
- Use Rising Dragon Spire to deal 150% with hits per Passion card used
Apply Passion Weakness to Break Enemies
You should always use the Flame Dragon's Jewel at the start of the turn to make Mei Lin apply Passion Weakness whenever she deals damage to an enemy. Since this is an Outbreak of War card, it will be placed at the top of the draw pile, allowing you to play the card at the start of the battle.
With the Passion Weakness applied, Mei Lin and Veronica's attack cards will deal high damage to the target's Tenacity.
Use the Move Version of Unity of Attack and Defense
The draw keyword can only pull card from the draw and discard pile. However, move can pull cards from the draw, discard and used card pile making it so the strikes you used can be used instantly without needing it to go to the discard pile first.
Move Doesn't Count as Draw
However, the downside of move is that it is not considered as a draw therefore effects that gain benefits when drawn will not activate.

For mei lin on the crit set, you want seths scarab and black wing. The 4 set only works on 1 cost cards. So it misses your 0 cost strikes and 2 cost payoff card.
