You can find Muahaha Bangboo directly beside the Turbo Remodeling Shop on Sixth Street. Interact with it to complete this Mewmew Challenge!
Note: You might have to clear nearby NPC quests first before the Muahaha Bangboo appears in its location.

To meet the requirements for this medal challenge, the in-game time has to be set to Evening. You can do this by re-doing easy Commissions, farming in the HIA's VR Device, engaging in the challenges at Scott Outpost, or resting.
Talk to Catloverboo
Catloverboo can be found in the northeastern side of the Brant Street Construction Site, inside the construction pit besides a cat. Talk to it, and it will clear the Mewmew Quest.

Go to Street Crossing Near Officer Mewmew
Teleport to Officer Mewmew and go to the Street Crossing nearby, where the Complaint Bangboo can be found besides a guardrail.
Speak to Complaint Bangboo
Talk to the Complaint Bangboo to complete this Mewmew Challenge!

Go to the Left of the Sunken Courtyard
Teleport to the Sunken Courtyard beside Officer Mewmew and face the cityscape. From there, go to the left and spot Sighboo.
Speak to Sighboo
Simply speak (or sigh) with Sighboo to complete this request!

Complete the As Promised, Drowned in the Harbor (II) Side Mission or else the Greedy Bangboo won't appear in the morning even after various time changes.
Switch the Time to Morning
Switch the time to Morning and talk to the Greedy Bangboo down the docks in front of the Sea God Statue!
