When using an Ascendant Floret, we recommend getting the next superboon if it fits the hero. If not, consider what stat your hero needs most.
The best IVs for Elffin are +Res and -Atk. Elffin's Res is among the highest in the game and is the basis for the penalties inflicted by Light of Etruria onto his foes. Boosting his Res improves his Res checks and allows him to more reliably support his team.
Elffin's Atk is nowhere near useful and is a safe bane to take as he will not be dealing significant damage to his foes either way.
We recommend a +Spd IV when merging Elffin up to +10. At maximum merges, Elffin's Res should be sufficient to win Res checks against all foes, thus we opt for Spd to prevent follow-up attacks from the fastest metagame foes.

This build uses Deluge Boost 3 to improve Elffin's magic tank role while using Phantom Res 3 to improve the Res check of Light of Etruria. Breath of Life 4 provides sustain to nearby allies, and combined with the buffs Light of Etruria provides, improves their overall bulk further.

Elffin is a ranged magic attacker (range = 2). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Res stat.
Elffin's Light of Etruria is a pure support weapon, providing bonuses to himself and his allies while inflicting various penalties onto his foes.
At the start of each phase, Light of Etruria grants Spd/Res+6 and 【Hexblade】 to Elffin and nearby allies, and inflicts Atk/Spd-7, 【Guard】, and 【Exposure】 onto foes within 3 rows or 3 columns centered on Elffin upon winning a Res check.
In combat, Light of Etruria inflicts an Atk/Spd penalty onto Elffin's foe equal to 6 + 20% of Elffin's Res, and has a built-in Miracle effect, allowing Elffin to survive lethal damage once per combat.
With Light of Etruria and Elffin's min-maxed statline, Elffin becomes a good support unit for his team.
Elffin's base 20 Atk is outright abysmal, tied for the lowest in the entire game with Merlinus, and will render him unable to deal significant damage to anyone.
Keep him in the backline and have him focus on support to maximize his skillset.
