The best IVs for Thief Sothe are +Spd and -Res. His Spd is a superboon and boosts his already very high Spd stat even further to guarantee he outspeeds his foes.

His Res is a dump stat and is a safe bane to take without altering any of his matchups.

Thief Sothe is a ranged physical attacker (range = 2). Therefore, when not accounting for the Weapon Triangle, the amount of damage he deals will be equivalent to his Atk minus the foe's Def stat.
