For the current gacha banner character selections, Spring Shizu and Kaguya both have their merits. However, if you want to deal more damage, you may pull for Spring Shizu. If you want a reliable support unit, then go for Kaguya. Claudia is a less-priority unit among the selection.
Spring Shizu is a potent combination of high AoE damage, enemy SPD debuff, and self-buffing. Her kit revolves around maximizing her ATK, which scales significantly from her DEF, and unleashing devastating attacks that also reduce enemy speed. Her ability to decrease the enemy's SPD is invaluable in any team composition. She can function as a primary damage dealer, and her speed control can significantly disrupt enemy strategies. Her ATK buff is also permanent.
Kaguya is a versatile character who enhances the entire team's CRIT chance and damage by 20% for up to 4 turns. She has a [Shield] and the [Counter Shift] buff, allowing her to retaliate against opponents while tanking their attacks. Kaguya's debuff skills lower an opponent's DEF Break and ATK stat. She deals decent damage to multiple targets, with amplified damage when attacking debuffed opponents. She works well with Florence, who benefits from the CRIT chance and damage buff, while having an AOE debuffer on Kaguya's team unlocks her full damage potential, making her a strong support unit with potent offensive capabilities.
Lastly, Claudia is a high-risk, high-reward damage dealer. Her kit maximizes her ATK and deals massive damage, especially when her HP is low, making her potential for burst damage incredibly high. Her ability to potentially inflict [Fainted] on the highest ATK enemy and then burst them down is very powerful. However, Claudia's self-damage mechanic makes her a glass cannon. She requires careful team composition and strategy to maximize her effectiveness.

This recommendation will change depending on the characters currently available in the Prayer of the Fleeting and Invocation of Chance banners.

Kaguya is a valuable addition to any team due to her ability to enhance the entire team's CRIT chance and damage by 20% for up to 4 turns, making her essential for high-damage carries like Florence and Cordie. She excels as a tanky retaliator in the early game with her The Majestic Moon skill, which provides a shield and the Counter Shift status, allowing her to deal magic damage back to opponents while tanking their attacks.
Additionally, Kaguya can lower an opponent's DEF Break and ATK stat when debuffed, reducing their offensive capabilities. Her damage output is further amplified when attacking debuffed opponents, making her highly effective with an AOE debuffer on her team.

Spring Shizu's active skill, "Issen Shirohagoromo," offers early AoE damage and a speed debuff, but its 20% HP cost and random targeting are drawbacks. "Tamamizu-Wari" deals high damage, especially to high-HP enemies, but also has random targeting and an HP cost.
Her passive skill, "Camellia Under the Moon" provides a permanent ATK boost based on DEF and a temporary barrier, but lacks direct damage. "My Desire to Bloom" targets the enemy with the highest counter and reduces it, but has a 4-turn cooldown.
Should You Pull for Spring Shizu

Claudia is a powerful damage dealer but also a glass cannon. She's all about hitting really hard, especially when she self-damages, and has a buff that makes her attack super strong but also damages her. This makes her capable of taking out formidable enemies quickly but also means she can be knocked out easily.
She's not a good character for new players because you must build a team around her to keep her alive while she does her job.

Serruria's skillset offers a mix of AoE damage, utility, and survivability, making her adaptable to various team compositions. Serruria's "Lost Technology" passive can provide buffs to the entire team, making her valuable for supporting allies.
Her skills can be compelling when she can utilize her allies' defeat for her benefit. She can be a PvP DPS who can counter Nina, but her skill's full potential depends on whether she gets her [No Restriction] buff.

Tillie's "Golden Azure Blessing" provides a potent mix of offense and support, buffing the highest ATK ally's ATK and critical hit chance (up to 40% with her Unique Weapon), and her active skills deal AoE damage, prioritizing enemies with [Multi-Barrier]. She also sustains herself through healing based on damage taken, a permanent max HP increase, and critical hit protection.
However, her major weakness is the dispellable nature of her buffs, making her vulnerable to characters like Nina or Tropon. Her lack of defensive mechanics also necessitates team protection. Therefore, careful consideration of team composition is crucial before getting her.

One of the highlights of Milla's kit is how she can inflict the [Delayed] status effect on her opponents, which increases the number of turns they have to wait before recasting their abilities by 1. Her ability to delay abilities from being cast is potent, as this prevents the enemy from unleashing their most devastating attacks. A lot can happen in one turn, and whether or not key units can cast their spells can dictate whether a match is won or lost.

Tainted Iris is a valuable team member because she offers damage and protection. Her [Force Field] ability safeguards the primary attacker and fastest teammate (including herself), reducing incoming damage by 50% when their health drops below 20%. This makes the carry character much more resistant to burst damage, and Tainted Iris herself is quite durable.
