Rusalka is usually employed as a DPS that focuses on vengeance. If you take her out, she revives herself, surrounded by up to 5 Multi Barriers with buffs to her ATK, PM. DEF Break, CRIT RES, and SPD. There's a good chance that she's already defeated the enemy team before they take her down a second time.
Since she's a Radiance unit, she can be placed in a variety of teams as a DPS or secondary DPS, such as majority-Emerald teams with Cordie, Fia, and Nina/Merlyn. She can also be put in majority-Radiance teams with Meria and Cerberus (the former makes Rusalka go faster with her own SPD buff, and the latter can execute any enemies Rusalka didn't take out). She's also good to pair with other vengeance-focused DPS units like Amleth if you don't have any other DPS.
Take note that since she's a Radiance unit, she takes substantially more investment to make useful in PvP in terms of dupes and her unique weapon, which gives her yet another SPD buff at LR rarity.

Illya's Chaos version is very strong because all she really has to do is wait until her team gets hit 10 times and activate her passive, which then leads to her using her second active skill without any cooldowns. Her role as a DPS makes her rather flexible in that she can be used in combination with a lot of other witches. However, she shines best when she's in a majority/full Chaos comp with Paladea and Festive Natasha.
Whenever Illya or Natasha do a critical hit, Paladea starts stacking her passive to eventually unleash Black Bullet. She also protects Illya with Multi-Barriers. Meanwhile, Festive Natasha loves taking hits (ensuring Illya fulfills her passive requirements) while also stacking her Blossoms of the Heart buff, which allows Natasha to eventually pay back all the damage she got with her active skills.

The trend of vengeance-focused tanky DPSs continues with Fia, who is a super tanky, self-healing bruiser who gets harder to kill the more she's attacked. She has attacks that hit multiple enemies, as well as another attack that gets stronger the more damage she's taken. She also boosts the HP of the allies next to her and gives her team an increased chance to Counter enemy attacks.
We've mostly seen her used in majority-Emerald teams with Cordie (DEF debuff support) and Nina (steals enemy buffs and is a tank like Fia), though her ability to boost ally HP has seen her used with Florence and Ophelia, as well as Rusalka. She's also been put in teams with Milla (boosts Fia's HP) and Tillie (raises Fia's CRIT RES).
Uniform A.A. could also be a great teammate for Fia since the former can give shields equal to 100% of the recipient's HP, and with Fia having loads of HP already...

One of the more popular options for PvP as of this writing, Meria is mostly known for her 10% SPD buff for three allies with the highest ATK in her party and her shield support for your main DPS.
However, this does come with two caveats: She needs the UR rarity of her unique weapon and has to play with teams made up of a majority of one soul type. So that means the majority Azure comps with Amleth (DPS), Minasumari, Florence (another DPS), or majority Emerald comps, or majority Chaos comps, or any other soul type as long as there are three or more of them in a team (Meria herself counts if you are running three Radiance witches).
But if you can work with that and you don't have a Radiance/Chaos witch yet, then let Meria be the first witch you get from these soul types. She also comes with the added bonus of being useful in clearing PvE.

Uniform A.A. is one of the newer mainstays for PvP, mostly because of her ability to give shields equal to 100% of her allies' base HP. As long as you have three or more witches that have the same soul type (kind of like Meria), Uniform A.A. will hand out those shields. This makes her flexible and useful at one dupe (though, like Meria, she needs the UR version of her unique weapon).
What's better is that she can be a good counter to any teams with Lunalynn in them, since she can protect the three allies with the highest ATK in her team from the Silence debuff during the first turn - which could make all the difference in the battle.

Florence is good to use as a DPS at least when you are still starting out in the Battle League - where you will be mostly fighting other teams that also have her.
Merlyn and Dian will play well with her as support units (CRIT buff boosts her damage, EVD buff keeps her alive). Other supports include Primavera and Lunalynn, and if you also happen to have Cordie, then you can have both her and Florence as DPSs (with the added bonus of Cordie being a DEF debuffer if you have her unique weapon).
Florence teams, however, may end up having trouble as you climb the ranks as she can be outsped by Cordie teams, beaten by Nina teams, and out-damaged by teams made up of mostly Limited SR characters.
She might be able to survive Cordie teams if she's paired with Minasumari (who can give her Stealth, preventing her from getting targeted by most attacks unless they're AoE). However, she will still be in danger from Nina teams (since Nina does AoE damage and can hit Florence that way).

Cordie is a more versatile option compared to Florence she's not just a pure DPS; she can also be used as a support when she gets even the base version of her unique weapon. If you are starting out in PvP with her, you can have her in a team with Florence, supported by Merlyn, Primavera, and Lunalynn.
Later on, once you get Fia, you can stick Cordie in a team with her so she can shred the enemy team's DEF. With her, Merlyn, and Fia in the team, they also become eligible for SPD buffs from Meria (though she needs her unique weapon at UR to do that). Cordie/Merlyn/Fia is such a good combination that top players in the Legend League still use them in their teams as of this writing.
Another limited SR option to stick with her is Winter Lunalynn, who can keep her safe with Multi-Barriers if she has the highest SPD.

Amleth is an interesting unit to have in early PvP as her ability to survive fatal hits, become invulnerable, and receive a massive damage boost as a result of it could win against early PvP teams that focus on killing enemies too quickly.
If you are using other standard SR units, she can be treated like Florence or Cordie; throw her into a team along with Mimi, Primavera, Merlyn, and either Cordie or Florence for a team that can get you started in the Battle League. Limited SR options include Summer Amleth (who can act as the second DPS in an Amleth team), as well as Minasumari (who can decrease the SPD of anyone who will get too fast for Amleth to handle).
If Amleth is paired with Minasumari and Florence, they'll be eligible for Meria's SPD buff. Also, Minasumari can protect either of them with her Stealth buff, which will keep them safe from any damage dealt by enemy DPSs (unless they're doing an AoE attack) long enough for Amleth/Florence to defeat them.

Nina is one of the best budget options to play PvP with because of her high EVD and general tankiness. Cordie and Florence teams will most likely miss her, and she can steal the Invulnerability buff of Amleth teams (and generally be effective against any teams that rely on carries stuffed with buffs).
She can be paired in a team with Dian, who can further raise her EVD, as well as Cordie and Merlyn. Limited SR options are Fia, Winter Lunalynn, and Summer Sabrina (acts as another debuffer in a full Emerald team).
Nina's weakness, however, is when she comes across teams with units that can buff ACC or deal guaranteed hits. Other than that, however, she's still a solid unit you can use to climb the Battle League early on and even Legend League.

Lunalynn remains a very useful support in PvP because of her ability to silence entire teams in the first turn - leaving them sitting ducks while the rest of your team does their thing. You can stick her in many team setups (she can be the fifth 'filler' unit if nothing else).
Her weakness, however, is a team full of speedy units that can dispel debuffs. More recently, the release of Uniform A.A. has made it almost impossible for her to silence an enemy team's main attackers on the first turn (Uniform A.A. has an anti-silence buff for the 3 allies with the highest ATK on her team).

Rean is another interesting unit to use in early-game PvP, where it's more likely to trigger her passive (if her HP falls below 50%, she gets up to 60% CRIT chance buff). However, it would be best to pair her with other Crimsons that are limited SRs aside from Amour (who's there to be another Crimson, tank hits, and damage enemies with her trap).
Priscilla meanwhile is here to keep debuffs off Rean and Morgana, while Artie acts as another tank. Morgana serves as another main DPS and gets buffed by the presence of all the other Crimsons in this team.
