You can unlock the Invocation of The Stars' Guidance Banner by clearing Quest 17-4 or reaching VIP 13.

Quest 17-4 can be reached just by playing the Main Quest. Your VIP level, on the other hand, can be increased by purchasing Diamonds from Premier Gifts Shop.
