The only way to level up your witches in MementoMori is to spend either of the game's three leveling materials on them: EXP Orbs, Kindling Orbs, and Gold.
These resources are hard to come by, especially in the early stages. Oftentimes, player progression is gated by lacking either one of them.

The primary way to get EXP/Kindling Orbs and Gold is by farming them throughout MementoMori's game modes.
Progressing through the Main Quest and Tower of Infinity, and dispatching witches through the Fountain of Prayers are some of the most reliable ways to get all the leveling materials you need.
Your main quest characters, in particular, will continue farming resources while you are away, and you should check on the main quest often to get any materials they've gathered.
Other game modes, such as the Cave of Space-Time, Temple of Illusions, and Guild activities, are also good ways of gathering leveling materials once your characters are strong enough to hold their own in these modes.

Shops in MementoMori also offer EXP/Kindling Orbs and Gold. Some shops such as the Regular Shop, Guild Coin Shop, and Grand Coin Shop sell them as standalone items.
Meanwhile, the Premier Gifts and Special Shop sell them in packs. The Special Shop, in particular, sells Sealed Key Gifts that can unlock Sealed Chests, which may contain leveling materials.
What Should You Buy at the Shop?

The Invocation of Chance is a special gacha banner that is unlocked after clearing Quest 11-28. What is special about it is that it allows players to get all the Kindling Orbs and EXP Orbs they need.
For every pull, the Invocation of Chance gives out a Chest of Chance that can give either an 8-hour EXP Orb or Kindling Orb, depending on the player's choice.
What Is the Invocation of Chance?

Later on, when you unlock the Party Level Link feature, Gold starts to become more valuable as you can easily run out of Gold with no consistent way to earn it.
You will eventually unlock the Alchemy Workshop, which can convert EXP and Kindling Orbs into Gold, but you will have to clear Main Quest 27-4 first.

In MementoMori, your main carry is responsible for most of the progress you will make.
So, always keep your main carry 40 levels above everyone else in the party. Support witches often do not need high levels to cast buffs and debuffs, so it's alright to keep them underleveled.
Prioritize leveling up your main carry first, then spend any of your extra resources topping off levels of your other witches.

The Level Link is a system that can make your other witches as strong as your fifth most powerful witch without fighting in battle or spending resources.
However, if that witch is still SR rarity, all witches within the Level Link will remain at Level 100, since Level 100 is the maximum level for SR rarity witches.
So, in the early game, focus on getting copies for your witches either through invocation banners or shops.
Good witches to buy from the Space-Time Shop include Cordie, Merlyn, and Amleth.
Focus on awakening just five witches all the way to LR rarity, as only five are needed to unlock Party Level Link, which we will cover later.
Space-Time Coins Farming Guide

If you have not brought all Standard SR witches to LR rarity yet, then this is a good time to do so by using up any Witch's Shards and Witch's Letters/Invitations you have.
Prioritize those witches who you can use fodder witches (R rarity witches upgraded to certain rarities) to awaken them instead of their actual copies at certain points in the process.
Once a month, you can also awaken an R rarity character all the way to LR through the Awaken Unlock feature. This not only raises your level cap, but also enhances any Arcanas these R rarity witches happen to be in.

Whenever you get a limited SR that you want or have confirmed is powerful, then get as many copies of her as you can while her banner is still available.
Get at least enough to get her to LR rarity. This way, you not only get her with her best stats, but also raise your level cap once Party Level Link is unlocked.

When starting MementoMori, the level caps of your witches depend on their rarity.
The lowest rarity for limited characters, SR, has the level cap set at 100. This means that a witch's level cannot go past level 100 unless they are inserted into your Level Link.
To raise your witch's level cap, you will have to raise her rarity. The maximum level cap is level 240, which is reserved for witches at LR Rarity.
Note that when you have five witches at LR rarity and Level 240, the Party Level Link is unlocked.
At this point, level caps for individual characters are abolished. Instead, your witches' level cap is determined by how many witches you have at LR rarity.
