MementoMori's main quests are split into chapters, and in each chapter, there are some especially difficult boss fights. Read this walkthrough to find out which teams you can use to clear Chapter 28, what enemies you'll face, and strategies for defeating them.

Chapter 28 is not as tough to get through as Chapter 27 as long as you know what you are doing. In the first half of the chapter, up to Quest 28-20, you can still rely on simply silencing enemies with Lunalynn and buffing Cordie to deal the killing blow. But past that, you will start having to remove the enemy's buffs (especially Carol's) with characters like Nina. Mimi is there to extend Cordie's damage, while Dian gives her a much-needed EVD boost for survival.
You will also have to speed-tune your buff dispeller so that they move first before Merlyn, and then your main attacker, so you can deal as much damage as possible. That's on top of consistently raising your Party Level Link and equipping your main attacker with the best gear and runes possible.
At this stage, our Cordie has 14/14/13 PM DEF Break runes, as well as two pieces of Metatron gear (her unique weapon and her boots), which grant her an additional 7,000 DEF Break. She also has 9/9/8 EVD runes that we mostly got from Mystery Runes (these will go a long way toward helping her survive longer in battle).

If you have come this far in the main quest, there's a good chance you have already stumbled upon a rerun of either Sivi or Fia. When they come along, try to get enough copies of them to get to LR or beyond, along with their unique weapons.
Even having Sivi in your team would be a boon for your PvE team, though Fia would give better mileage with her capability of paying damage back to enemies (and the enemies in this stage deal a lot of damage).

Lunalynn and Primavera are especially useful during the first half of Chapter 28, all the way up to Quest 28-20. But after that, they will fall off in effectiveness as you will need to focus on removing enemy debuffs and making your main attacker survive more attacks.

Like the many stages before it, Quest 28-8 features a Soltina that can be tough to beat if you don't deal enough damage. Position both your main attacker and Primavera near Soltina (and Florence) to increase the chances of hitting them both. You will need Dian to keep your main attacker alive long enough to break Soltina's multi-barrier and defeat her.

Strangely enough, it's not Sivi that's the biggest problem to deal with at this stage, but Amleth and, to a lesser degree, Luke. Here, Nina should be speed-tuned so that she moves right after Merlyn and your main attacker (so that if they proc Amleth's invulnerability buff, she can steal it). Once Luke and Amleth have been taken out, this stage is a cakewalk.

Like in other stages featuring her, Amour can be a real pain to deal with because she can die, damage the witches in front of her, and then revive herself. Afterward, Sabrina or Rosalie take out the rest of your team.
The key here is to Silence both Sabrina and Rosalie, take them out in the first turn, and then take out Amour twice. This will be very RNG-dependent especially if you are using Cordie, so expect to fight this battle many times.

All three of these witches are capable of taking out your entire team with one move, so either hope they get silenced (if you are using Lunalynn or another silencer) or Cordie takes out at least two of them in the first turn and evades the attacks of the third one (thanks to Dian's EVD buff).

Carol is what makes this stage tough to clear, as her "Torn Page" buff bumps the DEF of all her allies by 120%. If you don't dispel this buff, your main attacker will have a hard time killing her before her team can. So, bring a buff dispeller like Nina in your team to take it away. But make sure to speed-tune her so that she moves first in the battle before Merlyn (if you use her) and your main attacker to maximize damage.

Just like in Quest 28-26, bring Nina along to steal Carol's DEF buffs and make sure she makes the first move in the battle, followed by Merlyn and your main attacker. Watch out for Veela, however, as she is one of the fastest units in the game and she might be able to outspeed you.
Luckily, having the highest SPD does not mean you immediately get to make the first move; it only heightens the chances of doing that. So, take advantage of the RNG, fight the stage again and again, and your team will eventually move before she does and win.
