Lucas' best build focuses on doing AoE fixed damage after exhausting bullets to help bullet-style characters such as Luke by buffing his bullet damage and acting as a sub-DPS for content with multiple enemies.
For his Memory Fragments, our setup works best with a 2/2/2 set using Black Wing for more attack stat, Cursed Corpse for an extra 10% multiplicative damage against enemies with agony and Executioner's Tool for more critical damage. Lucas should only focus on buffing up his passion damage % and attack stat as this is the only stat that fixed damage is based on. It is also worth noting that fixed damage can crit so it is better for you to build him with crit chance and damage.
His favored chaos zone is The Foretold Ruin to get his best equipment such as Singing Sword for 15% attack stat bonus for more fixed damage can be found there. Psionic Combat Suit to get fixed shield after exhausting a card especially his bullet cards and Dimensional Cube for additive damage buff to all of Lucas' attacks after discarding cards which he has access to.

The best team for Lucas is Luke and Cassius. His playstyle is centered around bullets which almost always cost 0 AP that is why Cassius is the best pick because most 0 AP cards tends to have low damage multipliers. Using his quest cards he can provide Morale buffs to the party increasing the damage of bullets. He can also draw for the team and heal especially if he is at Manifest Ego 2.
Luke on the other hand is vital for this team. He is the best character that can generate a lot of bullets for Lucas to utilize for his R.P.G-7. This makes it so his bullets can be even more deadly alongside the buffs to bullets Lucas also provides.

Can replace Cassius as the Support. She can provide a lot of additive buffs that is perfect for bullets. She can also heal and provide card draw albeit only at the early stage of the fight. |

After trying multiple copies of all of his cards and epiphanies, the best card to duplicate is R.P.G-7 as it can stack its damage. This makes his build revolve around exhausting a lot of bullets and providing damage buffs to said bullets.
His best epiphany for Extended Magazine is the one that generates two launcher bullets per turn. This makes it so you have a higher chance of getting the best bullet to use and also more damage for R.P.G-7 because you do not need to use it as it will exhaust itself on turn end.
As for S.S.S, the best epiphany is the +40% additive damage buff to bullets for 2 turns. Multiple copies of this card only extends turn duration therefore it is best to have 1 copy of this in his deck and a much longer turn duration for the buff.
Lastly, Flame Thrower and Flashbang. Flame Thrower should always have the epiphany that generates a launcher bullet per discard as not only it can activate Dimensional Cube but also provide more bullets for R.P.G-7 to utilize. Flashbang must be the upgrade version for you to thin his deck after use. The other epiphany for it does not work in this build.

Luke's best card is his common build of generating three bullets per crit on his Rapid Fire to help activate the quest for Cassius and activate the effects of R.P.G-7 while fueling his Dance of the Demon to deal a lot of damage based on how many attack cards the party used.
Cassius must always have the Triple 0 Pop Eyed Popper Quest alongside multiple copies of Dice Trick that generates a random quest card per quest completion to help Luke and Lucas heal, buff damage and provide more attack cards for Luke to use with his Dance of the Demon.

The current best partner for Luke is Yuri because at max manifest ego, which every player can easily achieve, she provides 16% attack stat boost making his fixed damage much more potent alongside a 16% multiplicative damage buff after the first shuffle. Her ego skill can provide 2 card draws if you need it.

The best set combination for this build is Black Wing, Cursed Corpse and Executioner's Tool. This build needs a lot of attack stat hence the choice for Black Wing, while Cursed Corpse can be good as he can sometimes inflict Agony with his launcher bullets. Executioner's Tool in general is good to further boost the critical damage of his attacks since fixed damage can also crit.

The main stat and sub stats Lucas needs are Passion Damage, Critical Chance, Critical Damage and Attack. His last potential node needs at least 250% critical damage which is not worth getting at therefore it is best to balance his attack, critical chance and critical damage stat.

Lucas' best equipment can only be found in The Foretold Ruin with Singing Sword giving him 15% more attack stat to boost the damage of his R.P.G-7. Psionic Combat Suit which can be found in any chaos zone inside Dellang Shop for fixed shield after exhausting a card.
Dimensional Cube can be found anywhere but you need to max the exploration level of Blue Pot to get it as a reward or as an item in Dellang's Shop. This equipment can provide stacking 10% additive damage buff to all attacks for 1 turn.

If you aren't able to get the best, you can settle for these equipment that some can be found in any chaos zones inside shops. Obsidian Sword to boost the overall damage of all his attacks by 12% multiplicatively. Titan Combat Suit for healing at the end of the turn if you were damaged and Amorphous Cube gives a permanent +25% additive damage buff to all of his attacks but not including his fixed damage.

R.P.G-7 works for cards from other party members as long as it has the bullet tag on the card and was exhausted either by external means or when used alongisde the exhaust tag. Characters such as Renoa and Luke can utilize this the most as they can generate a lot of bullet cards with exhaust on them.
In this build, multiple copies of R.P.G-7 enables Lucas to deal up to 200% fixed damage per exhausted bullet assuming you managed to have 4 copies of it. This lets him deal a lot of AoE damage per card exhaust as long as you can exhaust a lot of bullets per turn.

Since Lucas' main damage comes from R.P.G-7, Morale buffs and other damage buff effects will not increase its damage. Same goes for the other side where Weaken and other damage debuff effects will not lower the damage of it.
Only attack and the attribute damage buff, in Lucas' case Passion Damage %, can increase the damage of R.P.G-7.
If you want to increase his damage more, fixed damage can crit which makes investment on critical chance and critical damage worth on Lucas.
S.S.S is a card not worth duplicating because multiple copies of it regardless of whatever epiphany you chose will only extend its turn duration and not increase the additive buff it provides to bullet cards.
