Fontana Fort is a military-controlled area that houses an anti-aircraft cannon. The fort is actually part of an Operation mission, and so getting inside might be tricky, but it's worth it as you can pick up the El Florecer once you've infiltrated the fort.
We'll provide you a tip that involves parachuting inside!

In Toledo Bay, Near Vacia Coast
Fontana Fort is located in the tiny separated island in Toledo Bay off the coast of Vacia.
How to Get Inside Fontana Fort
Parachute Off a Helicopter Inside the Red Zone From a High Altitude

You must first gain access to a helicopter which is available in the El Este main guerilla camp. That's one down in the list of things you need, just now are timing and patience!
Flying towards Fort Fontana
Fly towards Fort Fontana while gaining altitude, this is for a good set up once you're near the red zone. It doesn't matter whether you go in from the back, middle, or front of the fort. What's important is the altitude of the helicopter.
Increase Altitude to Near Maximum Before Entering Red Zone
You absolutely do not want to fly so high that your helicopter experiences turbulence and will cause the aircraft to restart. Gun in for near maximum altitude so you can still weave through the air smoothly.
If you're not sure how high you can go, just keep increasing your altitude and keep an ear out for the turbulence alert that will sound off. From there you can descend a tiny bit.
Enter the Red Zone While Maintaining Altitude
You must bob the helicopter up and down to prevent the chopper's engine from restarting. Maintain the altitude as much as possible and get nearer Fontana Fort.
Parachute off the chopper before getting blown up
Once you've entered the red zone, a prompt will show up saying: RESTRICTED AIRSPACE! LEAVE OR BE SHOT DOWN. Start listening for a cannon sounding off. As soon as the prompt shows up, you have approximately 5 seconds at your disposal before you jump off.
Continue pushing forward as much as possible, while mainting a high altitude, and then parachute off from the helicopter once you hear the sound-off from the anti-aircraft cannon.
How to Take Down Fort Fontana Anti-Aircraft Cannon
No Other Way But Blowing It Up From Inside
This plays out differently if you are playing through the main mission, but there's no other way but blowing up the anti-aircraft cannon from the inside.
Once you land inside Fontana Fort, you will be able to use your Exterminador supremo to blow up the cannon.
How to Open the Door in Fort Fontana
The Door Can Be Opened During Operation Mission Harpoon
You cannot force your way into the door if you're infiltrating Fort Fontana early on in the game. Meaning you cannot blow up the door or shoot down the door.
Fort Fontana is part of the Operations missions in the game, you'll encounter the fort naturally that way and will be able to open the door.

What a difficult wat to get there. You can fly up there with a helicopter, but you need to fly low, very low, so they can’t detect you. Then you can shoot the AA-gun with your helicopter missiles.
