This mission is unlocked after completing the Fly Ball mission. To accept it, talk to Espada who is at Montero Farm.

Justicia Montero Mission Walkthrough

Bomb the Tobacco Fields and Kill Jose Castillo

	Objectives
1	Destroy the Modified Tobacco Fields Get in the fighter plane and head towards the marker on your map to reach the Castillo Senorial Tobacco Plantation. As you approach the plantation, each field will be marked on your map. Fly over them and enter bomber view to drop napalm on the tobacco plants. After you destroy 6 fields, Castillo's pilots will take to the skies and try to shoot you down. If you are fast enough, you can just ignore them and continue dropping napalm on the fields.
2	Confront Jose Castillo Once all 8 fields are destroyed, it is time to meet with Jose Castillo. Head to the marker on your map to reach FDS Airbase Olimpia. Jump from the fighter plane and land on the marker Espada put on your map. As you approach the marker, a cutscene will play.
3	Kill Jose Castillo Jose Castillo will begin attacking you from an attack helicopter. Shoot him down with rockets and blast rounds if you have them. If you do not, you will need to take a different approach. Use the Tostador Supremo special ability to shoot rockets at Jose. Stay agile and make sure you always have some sort of cover because his rockets will kill you in one barrage. More important than doing damage to him, you will want to focus on surviving. Kill the incoming ground soldiers while your teammates whittle down Jose's health. After killing enough soldiers you will have your Supremo ability again and the next shot should be enough to drop his health down to 0.

Fighting Jose Castillo

Use Rockets

The fight against Jose Castillo is quite a difficult one but can be made easier with the use or explosives. If you have unlocked any of the RPGs or equiped blast rounds, this is a good chance to use them.

Survival is Key

Damaging Jose in his helicopter is quite tough because of the damage output of his attacks. Luckily you are not alone in this fight. If you can focus on surviving, your npc teammates will slowly but surely take down Jose's health.
