There are a total of 8 Bandido Leaders in Far Cry 6. Bandido Leaders have special skills that can help you with Bandido Operations. You can unlock a majority of the Bandido Leaders by playing Yaran Stories.
You will encounter many of these leaders before they become available for Bandido Operations as in-game characters throughout the game's missions.

Benito is the first Bandido Leader that you unlock – automatically – when you reach your first Bandido Operations Board.

You can get Alfredo Maximo after completing The Lion's Roar
Alfredo Maximo will only be unlocked and be ready for Bandido Operations when you finish the Operation The Lion's Roar.

You can get Zenia after completing Paint the Town
You can grab Zenia early on by playing through her Yaran Stories in Lozania. Her final mission, however, is located in Esperanza – Paint the Town – which you must finish to unlock her for Bandido Operations.

How Bandido Leaders Work
Give Direct Commands to Bandido Leaders
You can give direct commands to the leaders. Doing so will increases the chance of succeeding with a Bandido Operation, with each direct command changing the probability of success – the closer to 100% the probability, the better the chances are of each order.
How to Start Bandido Operations
Approach Bandido Operations Boards
Found in Guerrilla Camps throughout Yara, you can approach these Bandido Operations Boards to choose between available missions. These operations last a set amount of time – you can return to these boards later on to progress the operations with orders.
Select Operations
Once you've interacted with these boards, you will have a selection of operations to begin. Hovering your cursor over these operations will show you details on these missions such as useful Leader Skills for the mission and the amount of time it will take to finish each operation.
