Anti-Aircraft Site Psi is located inside Fontana Fort, in an island south of El Este.
You can go in and out of Fontana Fort (where Anti-Aircraft Site Psi is located) after completing Harpoon. After the mission, the fort will be a lot less guarded and it will be easy to destroy the AA gun.
Harpoon Mission Walkthrough and Rewards
We recommend using a helicopter, especially the Resolver one found in some hideouts. You can opt to reach the fort by sea but with a helicopter, you can easily land to where the AA gun is, just be sure to fly low while inside the restricted airspace.

| 1 |  Fast Travel to Hideout Bolero in Sierra Perdida and an Avispa Buzzer will be waiting there for you. The Avispa Buzzer is the recommended vehicle because of its ability to travel in land, air, and sea! |
| 2 |  Fly 800m southeast then keep a stable height above water once your reach the Zamok Sea. The minimap will register that you are in restricted airspace, but unless you reach a certain height Anti-Aircraft Site - Psi will not consider you "flying" in restricted airspace. |
| 3 |  Once on shore, start your havoc and take out as many guards as you can. |
| 4 |  After taking care of the helicopters that will come, get back on your Avispa Buzzer. Fly with just enough height that you can jump and wingsuit your way in. |
| 5 |  Destroy the Anti-Aircraft Site after taking out the guards. |
You access this Airbase on the last mission in El Este. It's called Harpoon. I wouldn't bother with it until then.

The base first part is accessible with a little jump and skirting around the edge. Then in the courtyard, throw a simple grenade over the wall with the opening there, on the right side… left side has the antenna. Got this wrong with my first attempt. A supply drop that restocked my gadgets got me a second attempt and success.
