Paint the Town will be unlocked once you reach Esperanza. You will need to have done the Yaran Story Heavy Metal in order for this mission to be unlocked when you get to the city.
Heavy Metal Mission Walkthrough and Rewards
You have to find a total of 12 Gabriel Statues around Esperanza and spray paint all over the beauty.

| 1 |  Find the Gabriel Statues Once you have accepted the mission from Zenia, you'll be tasked with spray-painting over the statues of 12 Gabriel Status scattered across Esperanza. Each statue found will be marked with an objective icon which will not go away until you interact with the statue. |
| 2 |  Deface the statues All 12 statues are located within the territory of Esperanza – 9 can be found by travelling through the outer roads circling the city, while 3 must be found within by crossing through FND held control points. Statue (1) can be found in the second military checkpoint you plant a bomb in during Paradise Lost, while statues (11) and (12) can be found by entering through the checkpoint entrance near statue (9). Be sure to be prepared for a fight however, as all three statues found within the bordered section of the city are heavily guarded. |
