To unlock this door, you have to turn on the electricity from the three locations that is wired to this substation.

Go to the Water Tank Tower
Get on the roof of that shed in the lower right of the image, then jump on the ledge to get to the top of the tower.

Go inside the Blue House
Once the PG-240 is no longer leaking, you can safely go in the house and find the switch inside.
