You can unlock Model Citizen by speaking to various Guerrillas around checkpoints and bases that you've captured. This will mark down the starting location for this mission on your map – head towards it and speak to Chica to accept the mission.

| 1 |  Head to Chica's Location Chica can be found in northern Madrugada. She will tell you about an artist, Rodrigo Lecoste, who murders people for his art. |
| 2 |  You are tasked with assassinating the man. He is located to the south of where you meet with Chica, and is guarded by several soldiers. |
| 3 |  You can choose to either deal with the soldiers first, or go straight to Rodrigo when you see him. To give yourself an easier time, equip yourself with a Sniper Rifle so you can take out the soldiers from afar. particularly the armored ones. |
