You can purchase BP-2 from Juan's Arms Dealers (marked by a green icon with a shopping cart) or from the Guerrilla Garrison, a Camp Facility built through the Construction Desk using Yaran Pesos.

Take note that some weapons might disappear from the shops upon reaching a higher rank. If the weapon does not appear even after meeting either requirement stated above and you don't have it in your arsenal, you'll have to find the weapon from an FND Cache.

Found Randomly in FND Caches

Non-unique weapons are usually obtained from FND Caches while Unique weapons can be found in Yaran Contraband chests. An FND chest's content is random, meaning you can get Gun Powder or a different gear instead of this one.
