If You Like Her Design
Lumica is a nice girl in yellow standing in a field of yellow tulips with a smile as bright as the color she wears. Anyone who liked Natasha's design will likely be at home with Lumica.
If You Need an Anti Multi-Barrier Fighter
Lumica has one potential niche: Her first active skill ignores an enemy's Multi-Barrier if they have it. Though its damage is not as high as it could be, this can still offer a potent threat to DPS carries and setups that rely on that kind of defense.
If you find yourself fighting enemies that rely on Multi-Barriers to survive, Lumica may be a good secondary DPS to have around.
When Not To Pull For Lumica
You Don't Need a Radiance Witch/Have Other Radiance Witches to Focus On Pulling
Being a Radiance Witch, Lumica will need more copies of herself to be Awakened (since you will not be able to rely on fodder witches to awaken her, unlike Azure/Crimson/Emerald/Amber witches.
Since players getting her will have to use her as a DPS in some capacity (her support ATK buff triggers only when she defeats someone), then they will have to get her to at least LR rarity to have decent enough stats to face other witches in PvP.
However, some players may still have other Radiance witches they want/need to get (such as Rusalka and Uniform A.A.). If you need these witches, you may want to get them first and focus on getting Lumica during a rerun.
