Neve needs rocks for her relaxation activity. You can search three (3) sites for the rocks around the shoreline.

Follow Neve to the Docks

Rook and Neve Skipping Stones

Neve will lead the way to the docks, where the two of you will skip stones and engage in conversation.

Along the conversation, there will be romance dialogue available to choose. Further along, there will be a final dialogue decision on whether or not you will commit to Neve in an exclusive relationship.

The only choice that will secure the romance with Neve is the top left option. The other dialogues will reply a more casual and platonic level of relationship between Rook and Neve, and have no negative consequences.

After the activity and her head cleared, Neve will have a light-bulb moment for a clue towards Aelia. Head back to the Spillway to investigate.

Investigate the Remnants - A Clear Mind

There will be a total of three (3) remnants to investigate. Activate Neve's companion ability to investigate the remnants.

Protect or Inspire Dock Town

Tell Neve to Protect or Inspire Dock Town

Decision
Neve: This place means something to me. But what am I to it? If I can't...
Choice Consequence
You Protect Dock Town. Period. Neve will take notice that you encouraged her to protect Dock Town by any means.
You're an inspiration here. Neve will take notice that you encouraged her to become an inspiration to Dock Town.

After investigating the final remnant, in the ensuing cutscene, you have an opportunity to tell Neve whether she must protect Dock Town or become an inspiration towards it.

There will be no major story consequences from these initial dialogue options, but hints on a more major choice further in her questline.
