Depending on the city you helped in A Warden's Best Friend, the path to get to this quest will change.
Should You Help Minrathous or Treviso?
Head to the Side Alley Bridge in Dock Town, and enter the Thread hideout with Neve. Inside the hideout, Elek Tavor will tell you to rescue their boss, Damas.
Head towards the Thread Market marked on your map, where you will be ambushed by a group of Venatori cultists. Dispatch of them and head inside the shoreline cave.
More Venatori mages guard the path towards Damas. Defeat them and destroy the red magical device above to remove the barrier to move forward.
Upon crossing the barrier, more Venatori will attack. After dispatching of them, continue on to the door leading to where Damas is being held.
Open the door to find a Venatori cultist, with Damas sitting on a chair. Approaching them will trigger a cutscene and boss fight.
Defeat the Possessed Damas, ridding him of his possession.
Speak to the normal Damas and he will offer you dirt on Bataris, potentially for blackmail.

If Treviso was saved, regardless of your choice, the deal will still be taken by Neve if you do not take it yourself.
If Minrathous was saved, you can decline the deal or choose to take it. Neve will agree with your choice.
Should You Accept or Refuse Makal Damas' Deal?
At base, Neve will speak to you about her past with Aelia, and what the next steps are. There are extra romance options and Shadow Dragon Rook specific dialogue to select, and will vary depending on the choice made in A Warden's Best Friend.
