Choosing to protect Dock Town gives Neve the Winter's Wrath skill, which increases her critical and ability damage, and the Threader's Plates armor, which allows Neve to make enemies permanently sundered with increased effectiveness.

When used in tandem, the skill and armor heavily increase Neve's damage output, allowing her to quickly defeat enemies with one Detonation, and amplified damage from the Sundered affliction and damage buffs.

Choosing to have Neve become a symbol of hope for Dock Town gives her the Cold Justice Veilguard Skill, boosting her ability to apply chilled and frozen. This allows Neve to keep enemies locked down for longer than before.

The player is also rewarded with the Investigator's Robes, which grant Neve's detonations the ability to reduce enemy cold resistance, and freeze them directly if their cold resistance is at zero.

If Neve decides to work with the Threads, she instead acquires the Winter's Wrath ability, increasing her critical damage, and giving her other abilities shorter cooldowns and more damage to low-health enemies.

The reward at the end of The Returned Cultist Case becomes the Threader's Plates, which boosts ability damage and causes detonated enemies to remain sundered after detonation (with the caveat of no longer being affected by further detonations).

When Does the Choice Appear?

During the The Returned Cultist Case Quest

This choice for Neve happens right before the final boss of her companion quest called The Returned Cultist Case. This is her final companion quest, and she attains Hero of the Veilguard status after completing the quest.
