Should You Accept or Refuse Makal Damas' Deal to Help With Bataris?
Slightly Affects Neve's Questline
The choice to accept or refuse Makal Damas' deal to help with Bataris slightly affects the story in Neve's questline. Accepting the deal results in the Threads helping face the Venatori in Neve's proceeding companion quests while refusing the deal removes their presence from these quests entirely.
Overall, should choose based on how they want Neve's later quest to play out, as the choice does not affect the outcome and ending of Neve's questline.

Accept Makal Damas' Deal
Accepting the deal will allow the Threads to aid Neve and Rook during former's Companion quests.
Refuse Makal Damas' Deal
Meanwhile, refusing the deal results in the Threads not providing support during Neve's proceeding companion quests.
Neve Will Take the Deal if You Saved Treviso
If the player chose to save Treviso over Minrathous, The chaotic state of Neve's city will lead her to accept the deal, regardless of what players chose as a response. This effectively locks her onto a path of working with the Threads.
Protect Dock Town or Bring It Hope?
Does Not Affect Neve's Hero of the Veilguard Choice
Note that choosing either option does not affect the player's ability to make a decision during Neve's Hero of the Veilguard choice in The Returned Cultist Case companion quest. Accepting or refusing the deal will still give players the option to encourage Neve to protect or bring hope to Dock Town.
When Does the Choice Appear?
After Defeating Makal Damas
The choice appears after defeating Makal Damas during the events of The Cobbled Swan Case quest. It appears as a Companion quest, should the player choose to save Minrathous.
Saving Treviso instead makes this quest appear as a part of the main story, wherein Neve will automatically accept the deal.
