The choice to accept or refuse Makal Damas' deal will affect how Neve's following companion quests play out. Choosing to accept Makal Damas' deal now will lock Neve into working with the Threads, affecting her later quests.
Choosing to refuse his deal will lead to Neve not having the Threads' support in her following Companion quests, which in turn allows players to make a choice tied to Neve becoming a Hero of the Veilguard.

Accepting the deal will allow the Threads to aid Neve and Rook during Neve's Companion quests, but will disable a choice tied to Neve becoming a Hero of the Veilguard on her final Companion quest.
Note that Neve will still become a Hero of the Veilguard after completing all of her companion quests. Working with the Threads just locks her to a result, whereas if she did not work with the Threads, she would have a choice to make.
Refusing the deal will allow players to make the choice tied to her Hero of the Veilguard status during the events of her final Companion quest, but the Threads will not provide more support during later Companion quests.
If the player chose to save Treviso over Minrathous, her home's state of chaos will lead Neve to accept the deal regardless of what players chose as a response, locking her onto a path of working with the Threads.
The choice appears after defeating Makal Damas during the events of The Cobbled Swan Case quest. It appears as a Companion quest, should the player choose to save Minrathous.
Saving Treviso instead makes this quest appear as a part of the main story, wherein Neve will automatically accept the deal.
