A Candlehop can be located near the entrance to the Safehouse, by the portal or bookcase that leads to the Shadow Dragons hideout.

On the western side of Dock Town, a Candlehop can be found inside a shack by the dock. Move past the Venatori and hop on the boats towards the western dock, where a treasure chest can be located. Head up the nearby staircase and take the Candlehop by the crates and barrels.

From the Beacon, head east, then north down the staircase to arrive at the courtyard. A Candlehop can be located near the area blocked by a barrier.

From the Central Market Beacon, head up the nearby ladder. Jump down in between the two buildings to land at a wooden platform, and follow the path to arrive at a plaza. Head towards the door directly in front of the platform to find the Candlehop.

Enter the Thread Market from the Shoreline Passage Beacon and head up the wooden staircase on the right. The Candlehop can be found in the northeasternmost corner of the storehouse.
Note that the Thread Market and Shoreline Passage Beacon is inaccessible until after completing The Cobbled Swan Case quest.
The Cobbled Swan Case Quest Guide

Head right from the entrance to the catacombs and climb up the ladder to find a Candlehop by the corner of the wooden platform.
The door leading to the catacombs is locked until the Cornered in the Catacombs quest is accepted, and the ladder can only be accessed during the Out of Tune side quest. Out of Tune may only be started after clearing the Cornered in the Catacombs side quest and The Cobbled Swan Case companion quest.

Head inside the Black Emporium and look for the Candlehop in the southeastern area of the shop. The Black Emporium can be unlocked after speaking to the Shady Messenger in Dock Town.

After finding all 7 Candlehops in Dock Town, return to the safehouse and head towards the dining area. A Candlehop will appear near the staircase walled by a barrier if all 7 Candlehops have been found.
Candlehops are animated candlesticks that can be found all over Dock Town. Candlehops may contain messages asking for help on finding the others of its kind.
These Candlehops will start appearing after completing Neve's A Study of Dock Town companion quest, or after The Cobbled Swan Case if they choose to save Treviso without completing A Study of Dock Town.
Should You Help Minrathous or Treviso for the Best Ending?
A chest containing a Unique Item can be found in the upper floor of the Safehouse after retrieving all 8 Candlehops. Head up the staircase near the final Candlehop to access the treasure.
Rogues will acquire the Reptile Recurve shortbow in the chest after finding all Candlehops. Our team is yet to confirm the reward obtained by other classes.

Mage here. Got "Archon's Gaze" from the end chest. Unique Elemental Stave/Staff, Electric damage, and a special effect "Ranged attacks with this weapon now hit up too 3 enemies". This ability allows the Stave/Staff Ranged attack damage to compete with the basic Light attack of the Stave/Staff so long as there are at least three targets. The damage was 300 and stagger was 75 when I acquired it and my main Stave/Staff was 385 damage and 220 stagger at that point. Sadly, the reward is pretty bad.

Found out what this staff is for. If you go Death Caller spec, when you hit level 40 you can unlock both "Invigorating Beam" and "Mortalitasi" which allow you to infinitely spam the weak Ranged attack and effectively never die so long as you're dealing damage. However, you'd need to swap over to the "Shadowbreath" staff in any situation where you are fighting 2 or fewer enemies due to this weapon only dealing acceptable damage against packs of enemies.
