Dragon Age: The Veilguard has max levels for Rook, the Companions, and the shops. See the max levels and how to level up fast in this guide!
The level cap for Rook is level 50. This means that Rook stops earning experience points after reaching the max level.
Do note that Rook earns a Skill Point whenever they level up and it can be used to progress a specific branch of their Skill Tree. Skill Points can be refunded at any time for free. Companions also have their own levels and each level gained grants them 2 Skill Points. You can also gain additional skill points from Fen'Harel Altars.
Companions can gain bond by doing their questlines and bringing them along on other missions. They max out at Level 10.
All factions in the game start out at 1 Star strength but can be raised up to 3 Stars. This can be raised by completing quests related to their region or selling them valuables. It's best to raise this as this can affect the ending.
All Faction and Region Quests Guide
The Caretaker's Workshop can be ranked up by collecting Mementos until it reaches Level 10. This also means the highest level you can upgrade all your weapons, armor, and accessories is +10.
Each Faction's shop can be raised up to a max rank of 4 as long as you have enough materials and faction strength. This unlocks more items for purchase in each shop.

Dragon Age: The Veilguard has several side content such as companion quests, faction quests, and side quests. They provide a lot of experience (XP) allowing Rook to level up and be more prepared for the boss fights that will be encountered during the campaign.
Killing enemies also provides experience. However, the amount of XP gained is much smaller compared to doing quests, making it not as worthwhile to grind. Note that you can adjust difficulty to kill enemies faster.

The primary way to level up your companions in Dragon Age: The Veilguard is to do their companion quests. Completing companion quests also deepens Rook's bond with their companions, allowing Rook to romance one of them later on.
