    I also got mine from a side quest and later on I saw Bailey selling it lvl 30 with 1150 armor. I accidentally dismantled the first one but I bought it again just in case I need for transmit later

    From what I can tell you get the ceremonial mask from a side quest in the snow area .You fight cultists in the quest I’m not sure if it’s guaranteed but that’s how I got it.
