DPS That Bypasses Multi-Barrier, Buffs Allies With UW
Lumica's first active skill, So Much Energy!, can bypass Multi-Barriers, making her deal more damage against witches that rely on those for protection. Her second active skill, meanwhile, does more attacks if her target isn't defeated by it yet (though there's a chance she'll hit another unit instead).
But if she manages to defeat someone, she gets to boost her ATK by 30% and reduce her skill cooldown by 1 turn. If you have her unique weapon, Remnant Bloom, at UR rarity, she will give this buff to two allies with the highest ATK. So, in effect, she can support your actual DPS carries.
No Defensive Buffs, Middling SPD, Can't Hit Stealthed Characters, No CRIT Self-Buffs
The thing with Lumica's kit, however, is that both her active skills use random targeting - which means she has little chance of hitting Stealthed enemies.
Also, though she has a 30% SPD buff courtesy of her second passive skill, her base SPD (3,046 at Level 240, LR rarity) is middling to the point that she can still be outsped by other DPSs. Once her SPD buff goes away after the second turn, she will need a high base SPD to keep up (via SPD runes).
Which would spell trouble for her since she has no defensive buffs whatsoever. If you intend to use Lumica has a DPS in any capacity, she will need someone else to protect her for sustainability.
You may also need to buff her CRIT since she has no CRIT self-buffs of her own, only ATK buffs.
Get Her If You Want a Support or DPS Counter to Multi-Barriers
Lumica has a rather niche use: To deal damage to enemies protected by Multi-Barriers without having to destroy those barriers. She can also act as a high-accuracy attacker (her second active skill increases her ACC by 30% for two turns).
As to whether or not she can do this alone, it would be best to pair her with other more established DPSs that can deal more damage. She will especially need this if you intend to use her first passive (the ATK bonus that requires her to defeat an enemy before it activates).
Since even Lumica's support functionality relies on her ability to deal damage, players who want her will have to awaken her to at least LR rarity so she has decent stats.

Raise Lumica's STR/ATK, SPD, PM DEF Break/CRIT, and maybe ACC
If you intend to use Lumica as a kind of secondary DPS/support hybrid, you may want to boost her ATK (either with STR or ATK runes), as well as PM. DEF Break or CRIT runes (she has no self-buffs for both).
Then, you will also want to give her SPD runes (though you may still get outsped by any Crimson units, Amber units, other witches with higher-level SPD runes, especially after the second turn when Lumica loses her 30% SPD buff).
