Debuffer With Secondary DPS Potential
Moineau, commonly referred to by the MementoMori community as Moi, is an Amber SR-rarity limited witch that can act as fulfill three roles: debuffer, buff stealer, and (later on) secondary attacker.
As a debuffer, Moineau can inflict Enfeeble and Delay, which decreases an enemy's ATK and P. Def and stalls the cooldown of their skills by 1 turn respectively. This makes her a combination of Winter Lunalynn and Milla, wrapped in an Amber package.
Both of these features, by the way, are already with Moineau at just one copy, making her already useful as a limited SR support unit, especially for PvE (where Enfeeble's P. DEF debuff is much stronger versus enemies in the Main Quest and Tower of Infinity).
As for her other roles, her first passive allows her to copy all the buffs of the enemy with the most buffs (likely their main attacker), making her a good buff stealer. Since she copies an enemy's buff, she does not dispel it, though the trade-off is that she gets more buffs overall.
But this ability to copy buffs is only really useful if you intend to use her as an attacker in any capacity, which means she needs to be brought up to LR rarity first. But when you do, Moineau deals crazy damage - her second skill deals damage equal to 1960% of her ATK (2450% if you have her unique weapon, but only on the third time the skill is used and onwards).
She's also rather tanky, with her second passive skill giving her a shield that's equal to 800% of her ATK during the first 10 turns of a battle (but this scales off her ATK, so this will only really be useful if you mean to use her as an attacker).
Held Back by Low Hit Count, Average SPD
Moineau, for all her benefits, has one glaring setback that is probably there for balance: Her low hit count. Both her active skills only do one attack, which means any target with a Multi-Barrier will most likely shrug it off. That's why it would be a good idea to pair her with allies with higher hit counts, especially if you're bent on making an Amber team (we've found that pairing Moineau with Rustica brings good results).
Another thing with Moineau is that she has average SPD at 3,145 (Level 240 at LR), which puts her in line with other Amber types but puts her behind characters with other soul types like Emerald. So if you're the type of player that relies on speed tuning, you may have to pump Moineau with SPD runes depending on your team comp.
Good Support at One Copy, Go for LR+ if You Run Amber
Overall, Moineau is a promising unit that can give you the debuffs of two characters in one unit with an added bonus of better performance in PvE (though she's no slouch in PvP if you're willing to raise her SPD). She's already good at this capacity with just one copy, so get one if you can.
If you happen to be running an Amber team or a mid-speed comp and/or are okay with moving second in battle, she can also be a useful secondary attacker. Have her at least at LR rarity, get her unique weapon at LR too, and you've got a reliable, hard-hitting, and somewhat tanky Amber unit.

For both PvE and PvP, it's best to focus on pumping Moineau's ATK with her main stat runes and ATK runes and increase her damage overall with PM. DEF Break runes. SPD runes are only necessary if you need her to be just as fast as her allies.
As for defensive runes, focus on pumping her HP with HP and STA runes, and raise her resistances with CRIT RES and Debuff RES if you have these runes.

If you want to use Moineau in PvP, it's best to put her in a team made up of solely/mostly Amber soul witches. Asahi, Rustica, and Potpourri all have decent hit counts that can help tear through multi-barriers, and Tama also debuffs the enemy's P. DEF just like Moineau.
But with this team, unless you have SPD runes lying around, be ready to move second whenever a PvP battle starts (especially if it's an Emerald or Crimson SPD team). If your team is tanky enough (and it should be), you may be able to withstand bursts and still win.
