Yes, Pull for Her If You Need Amber Witch Buffer
Winter Amour is an Amber buffer that increases the chance of a critical rate. She can raise the CRIT rate of her allies with higher SPD than her for 2 turns. She also increases the ATK of 2 allies with the highest ATK if she is defeated and revived. Lastly, she can decrease the damage taken by allies adjacent to herself by 30%.
Try to Get Multiple Copies
If you are going to pull for her, you should get her to at least UR rarity so she can have her unique weapon which will allow her to raise all of her allies' ATK by 40% with her "Always By Your Side" passive skill.
Arcana Boost
You may also want to pull for Winter Amour because of her Arcana. Her Arcana, Coma Berenice's Chase, has Chara. Lv x 30 DEX and Chara. Lv x 70 CRIT boosts.

Amour, a witch in love with her rescuer, the Duke of Fran, seeks a unique gift for him. Disappointed by traditional options, she realizes the true meaning of a gift lies in the love behind it. Inspired by the child who called the Duke, "Daddy", she crafts a handmade doll, overcoming jealousy to express her love and hopes it brings him joy and a constant reminder of her affection.

It would be best if you focused on getting characters that can help you get through the Main Quest for now. However, feel free to pull for her if you like her lament, story, or aesthetic.
If You Have Merlyn
If you already have a built Merlyn, you may not prioritize pulling for Winter Amour because Merlyn also has ATK and Critical Hit chance boosts. The only difference is that Merlyn has cleanse and healing abilities, while Winter Amour can revive herself and give damage cuts to her allies.
