Since Liberia's only really useful as either a DPS at full investment or a support at one copy, players are recommended to give her DEX, Debuff ACC, and SPD runes if they can spare them, PM DEF Break runes should only be given when she's supposed to be used as a DPS.
As for defensive runes, a standard suite of HP, STA, CRIT Res, and maybe Debuff RES runes should suffice.

Liberia's nature as a Radiance character makes her somewhat flexible. She can be put in various teams, like this team, where she is between Florence and Amleth, both of whom she can give her DEF-reliant ATK buffs while also dealing her increased damage debuffs to enemies.
Liberia will need her Unique Weapon at UR rarity so she can give ATK buffs to both DPSs, however.

Useful at Minimal Investment
Liberia works best as a support unit that can be slotted into many teams because of her Radiance soul affinity. Her Sandstorm debuff makes enemies take more damage from their allies, while she can also buff her team's main DPS's attack (though it scales with their DEF).
To do both of these support functions, she needs almost no investment except for her UR unique weapon, so her ATK buff applies to two allies with the highest ATK rather than just one. For those who want a quick support unit with no investment needed, she's a decent enough option to have in one copy.
Better as a PvE Character Than PvP
However, the nature of her main debuff, Sandstorm, makes Liberia more optimal for PvE modes rather than PvP. This is because Sandstorm can be dispelled, so any PvP team with a good debuff cleanser can nullify her debuffs very quickly.
Enemy teams in PvE, however, rarely have cleansers, making Sandstorm a powerful debuff against them (since they usually cannot dispel it).
Can Act as a DPS at Full Investment
For those who are interested in using Liberia as a DPS (due to the decent hit counts for both her skills), she will have to be awakened to at least LR rarity with her Unique Weapon fully upgraded to get all of her available damage boosts.
This is especially important in PvP, since she will need the higher stats brought by Awakening to survive. Liberia's buff dispel mechanic, which is usually useful for PvP, only kicks in during Turn 2. But in high-end PvP battles, the enemy may have already defeated her if she were at any lower rarity.
