Silver Wolf, Blade, Kafka, and Jingliu received buffs and reworks in Version 3.4. Official announcements specifically mentioned that these are buffs for the characters themselves.
Kafka Buffs and Rework
Skill Triggers DoT On All Targets
After the buffs, Kafka's Skill will trigger DoT on all enemies hit instead of the primary target. Each cast of her Skill will result in more damage thanks to the multiple DoT triggers.
Talent Now Triggers on Any Kind of Attack
Kafka's Talent now triggers on any attack made by her allies instead of just the Basic ATK. This improves her efficiency in applying Shock to her enemies.
Bonus Ability Refreshes Talent Trigger Count
Kafka's Thorns Bonus Ability will now refresh her Talent's Follow-Up Attack and allow it to trigger all DoT effects on the target, improving damage and Shock consistency.
Blade Buffs and Rework
Abilities Deal Damage Based on Max HP
Instead of having a portion of his scalings based on ATK, all of Blade's Abilities will now deal damage based on his Max HP.
Hellscape State Improves Blade's Aggro Value
After the buffs, Hellscape will improve Blade's aggro and allow him to be targeted more by enemies. This allows him to build more stacks and get consistency with his Follow-Up Attacks.
Follow-Up Attacks Regenerate Extra Energy
Blade's Follow-Up Attacks will now regenerate extra Energy, which helps him recharge his Ultimate more easily.
Silver Wolf Buffs and Rework
Ultimate Now Hits Multiple Targets
After the buffs, Silver Wolf's Ultimate hits multiple targets and also reduces their DEF instead of being single target.
Skill Prioritizes Type of the First Character in Party
Silver Wolf's Skill now prioritizes the type of the first character in the party, which will most often be the DPS character.
Regenerates Energy at Start of Combat and Turn
Silver Wolf will now also regenerate Energy at the start of the battle and at the beginning of each turn, which helps recharge her Ultimate faster.
Jingliu Buffs and Rework
Abilities Scale With Max HP
All of Jingliu's Abilities will now scale with her Max HP instead of her ATK.
Gains Syzygy and CRIT DMG When Allies Lose HP
Each time an ally of Jingliu loses HP, she gains more CRIT DMG and a stack of Syzygy. This gives her more consistency in entering her Spectral Transmigration state.
Talent Gives Extra Stack of Syzygy
When Jingliu enters the Spectral Transmigration state, she gets an extra stack of Syzygy while also increasing the maximum limit of Syzygy stacks she can obtain by one.
Buffing Old Characters
Character Buffs Announced for 3.4
The topic of buffing old characters was previously mentioned during the 3.0 Amphoreus: Special Edition Developer Radio back in February 09, 2025 but no further details were given.
The Honkai: Star Rail Version 3.4 Special Program officially announced which old characters will be receiving buffs in Version 3.4.
Version 3.4 Banners and Release Date
Eidolons Also Get Updates
According to the 3.4 Livestream, the Eidolons of each character would also get updates based on their buffs and reworks but they didn't mention specifically which Eidolons would be changed.
