The Express Supply Pass is a paid item that gives 90 Stellar Jades every time you log in and lasts for 30 days totaling to 2700 Stellar Jades.

It also gives 300 Oneiric Shards upon purchase that can be converted to Stellar Jades, bumping the total amount you get to 3000 Stellar Jades. It is the cheapest way of accumulating Stellar Jades if you intend to spend money on the game. It is a worthwhile purchase if you are going to log in and play every day.
