Cipher is an extremely fast Sub-DPS that can frequently attack with Follow-ups and deal a lot of damage with her Ultimate when tallied up. She can also increase the DMG received by enemies when she's on the field.
Cipher serves as an upgrade for Acheron, Feixiao, and Dr. Ratio teams since she can provide debuffs and unleash a lot of Follow-up attacks.
While great to have, Cipher is not a must-pull if you already have strong Sub-DPS units like Jiaoqiu or Topaz for your Acheron or Feixiao teams. If you don't have those units, then Cipher is very well worth pulling for!
Lies Dance of the Breeze is a quality of life Light Cone for Cipher since it can increase her SPD and inflict a repeatable DEF shred. This Light Cone makes her a better unit for Acheron teams since she'll have the ability to increase Slashed Dream stacks at a faster rate.
While Lies Dance of the Breeze can be a notable upgrade for Cipher, you can choose to skip this Light Cone and instead go for Resolution Shines As Pearls of Sweat.

Cipher is best built as a Sub-DPS with SPD and CRIT stats. Pioneer Diver of Dead Waters will generally be her best Relic since she can implant her own debuffs and her best teams have debuffers in their kit.
Since Cipher should be built with a high SPD stat, Firmament Frontline: Glamoth is going to be her best ornament thanks to the DMG buff it provides at 160 SPD.
Do note that Cipher gets 50% CRIT Rate from her Empyrean Strides Bonus Ability, so prioritize a CRIT DMG Body for an optimal build.

Cipher can also be built as an insanely fast debuffer that relies on her Ultimate to have earlier turns through the Eagle of Twilight Line relic and implant debuffs with the Resolutions Shine as Pearls of Sweat.
Lushaka, the Sunken Seas is her best Ornament as a frequent debuffer since it provides Energy Regen for Cipher's Ultimate and gives ATK to the Main DPS.
This build is great on teams that want debuffs like Acheron or Dr. Ratio.

Cipher will need at least 170 SPD to activate her Empyrean Strides Bonus Ability. This ability increases Cipher's CRIT Rate by 50% and gives her more tally gains for her Talent. You can also reach a SPD higher than 170 as long as it hits a SPD breakpoint.
Cipher already has 50% added CRIT Rate from her Bonus Ability, so getting 40-45% CRIT Rate should be enough to unleash consistent critical hits. As for CRIT DMG, try to get 150% or above to deal optimal damage.

Cipher's Talent allows her to inflict the Patron state on the enemy with the highest Max HP. When the enemy gets attacked by her allies, Cipher records the damage dealt to the enemy, and she performs Follow-Up Attacks based on it.

Cipher's Ultimate deals True DMG based on the damage recorded by her Talent.

Cipher's Skill changes the target of the Patron state. The damage recorded will be retained even when the target of the Patron state is changed.
