Most vehicles can be obtained by scanning them using your phone. Military Vehicles (except FND Convoy Vehicles) should be picked up and brought back to any Vehicle Pickup point for them to be registered as your own.

Best Location: There is one parked outside of the San Cayetano Orphanage Guerrilla Hideout.
