The Outcast Set is made of the following Gear pieces:

Slot Gear Effect
Head Gear Prisoner's Scarf Enable takedowns on alerted enemies from the front.
Chest Gear Prisoner's Shirt Acquire additional gasolina, metal, and medicine.
Wrist Gear Prisoner's Wrap During a Machete Kill, use L2 to equip your enemy's sidearm then R2 to shoot another target.
Leg Gear Prisoner's Pants Greatly improves move speed, slightly impairs movement noise.
Foot Gear Prisoner's Flats Greatly improves move speed after looting Pesos.
