Locate Simon de Montfort in Scholastone at the Everfrost Basin. Based on our testing, Simon appears at 8PM, 3AM, 5AM, and 11AM, just in different locations around the same vicinity. Take a good look around and check your minimap for a bounty poster icon to make sure if he's there or not before passing the time to try and find him again.

They may run away once you reach their vicinity, so make sure to tackle and hit them a few times to capture them alive. Load them onto your horse and carry them on the way out of the only path in and out of Scholastone so both of you can fit. You can surrender them to the guard station or jail after passing through.
