To be able to steal items, you first need to acquire a mask, which allows you to steal items, as well as commit other crimes. Here's a list of ways to obtain a mask:
Wearing the mask in public will draw suspicion from bystanders, so keep this in mind before equipping it.

The easiest way to obtain a Mask is to purchase one from Black Market Merchants, such as Grisle south of St. Halssius' House of Healing in Hernand. You can buy a mask from these Black Market merchants for 10 Copper.
You can also buy one from Grimrak who is located at the Hernand Farmhouse.

You can get a mask as the reward for apprehending the outlaw Jeffrey in Hernand. Surrender Jeffrey to the city guards to complete the Bounty Notice and obtain the mask.

While exploring Pywel, you can encounter hostile bandits and defeat them to obtain masks as potential drops.

If an item can be stolen, a Steal prompt will appear when you are close to it. Put the mask on to take the item. In addition to the usual theft, you can also pickpocket non-player characters (NPCs). If you don't have a mask, the prompt will be grayed out.
Note that committing crimes, such as stealing, deducts your Contribution Points in a region. You will see this as a notification on your screen after stealing an item.

A steal prompt will appear when you approach an object that can be stolen, but willl remain grayed out if you don't have a mask on. Make sure to equip the mask before attempting to steal, as otherwise it will not work.

The Hernand bank is a great place to rob because it has a lot of valuable items to steal, including silver. The total value of the items in this area is about 40+ silvers, making it one of the best places to loot.

You can steal a gold bar from the Lioncrest Manor. You can exchange it at the bank for 500 silver. The guards at the entrance will not let you in, but you can enter through a window in the back.
Once inside, head to the first floor and approach the fireplace. If you are wearing a mask, a steal prompt will appear, allowing you to take the gold bar.

Gold bars are by far the best item to steal due to their high value. They can be exchanged for 500 silver at the bank, or invested in after purchasing a strongbox. Gold bars can be obtained from areas like Lioncrest Manor or stolen from nobles via pickpocketing.

Stealing items regularly decreases your contribution reputation. Therefore, players should steal in moderation if they decide to do so.
If you're trying to raise your contribution points in a region, consider stealing from another region so that you don't hinder your progress.
