Camp provisions are resources you donate to your camp, which are used to dispatch Comrades on missions. They operate like currency as you need to spend a certain amount of them to dispatch Comrades, depending on the kind of resources a mission demands.
To donate camp provisions, talk to the provisions keeper Carl at the Greymane Camp in Howling Hill. Items to be donated come from your inventory, but camp provisions can also be gathered as rewards from missions.
Camp Features and Management Tips

There are five types of camp provisions that the camp depends on for donations: weapons, minerals, timber, food, and funds. These are all visible on the overlay on the top right of your screen, which can also be seen when dispatching Comrades by talking to Ross.
Refer to the overlay to keep track of your resources as you dispatch Comrades on missions.
How to Dispatch Comrades on Missions
Items that you donate to Carl cannot be recovered, so it is recommended to only donate the items that you do not need. This may include weapons that are no longer useful to you, or even excess materials (like ore and timber) piling up in your inventory.
Donating these items to Carl will not only boost the camp with more resources but also clear your inventory of unnecessary items.
Best Items to Keep, Buy, and Sell

Due to how difficult it is to earn money early in the game, it is not recommended to donate large sums of funds to Carl just yet. Until you reach a point where you can efficiently earn money, you are better off donating or accumulating goods via missions in the meantime.
