You can add elements to your weapons by equipping Modules that have element properties. An element property is needed in order for an element ATK to work on your weapon.
For example, Chill Enhancement has Adds Chill ATK equal to X% of Firearm ATK, meaning that if you equip it to your weapon, it will gain Chill ATK.
Keep in mind that if you want to add elements to your weapons, make sure to use Enhancement Modules to add elements. Priority Modules or any other modules that provide ATK boost percentage will not add any elements to your weapon as they only enhance the damage output of the given element.
For example, if you plan to use Toxic Gunbarrel, make sure to equip Toxic Enhancement as well, especially if your weapon doesn't have Toxic ATK as a substat. Otherwise, if you just equip a Toxic Gunbarrel without adding Toxic ATK, your attacks will not output any Toxic effect at all, since the weapon does not produce Toxic damage in the first place.

Some weapons can also have elements as a substat. Given that substats are randomized with each drop, you might need to farm weapons first to get the element of your choice.
You can check your weapon's element stats by selecting the Go to Info option from the Inventory screen. The element stat can be found by scrolling down in the Attack section of the stats screen.
Since most weapons come with elemental attributes already, it's best to focus on upgrading those stats instead.
For example, if you have a weapon with Electric ATK, you can use a module to upgrade its damage output instead of using a slot to add elements that would be less useful in the end game.
