This means that if you want to open Encrypted Vaults in Hard Mode, any type Precision Code Breaker won't work. You'll have to use Precision Code Breakers or any type of Code Breakers to open them!

Once you've used a Precision Code Breaker to open an Encrypted Vault, a minigame will start. To play it, you simply have to stop the rotating pointer and hit the target.

Make sure to hit the target, because if you fail, you won't be able to retry and you'll lose the Precision Code Breaker permanently.
