Since Nebra is a Secondary DPS, players will want to raise her MAG and ATK stats with runes. Her PM. DEF Break stat can also be raised with runes, though only if there are spare runes available. A Debuff ACC rune is also recommended.
For defensive runes, CRIT RES, STA, and HP should be enough to keep her alive, though Debuff RES will not hurt either. She will still need another witch to help protect her in protracted fights.

Here, Nebra acts as a support and secondary DPS alongside Illya's Cursed version, Festive Natasha, and Paladea (who will most likely receive Nebra's Chance to Hit and ATK buffs).
The last slot can contain anyone you need utility for (such as Lunalynn and her Silence debuffs unless the enemy is running a unit with Silence protection). Newer Chaos units like Treasured Cerberus have also been seen in mono-Chaos teams that also feature Nebra.

Play as a Secondary DPS That Wants to Take Hits
The way Nebra's skillset appears to work is that she wants to get hit as much as possible, since that triggers her first passive Witch of Malefic Bubbles.
This passive not only inflicts stacking DEF Break debuffs on the enemy that attacked her, but also increases damage from her Bubbles of Repetance active skill (an AoE attack that deals up to 1140% ATK damage).
Meanwhile, she supports her teammates with her first active skill, which gives ATK and Chance to Hit buffs to up to 3 allies with the highest ATK.
Useful Skills, but Chaos Typing Limits Team Options
Chaos witches have this tendency to only perform at their best when with other Chaos witches whose kits their skills can complement (also having a bunch of Chaos units in the same team gives all kinds of various buffs).
The nature of Nebra's skills makes her fairly universal, but she will be missing out on DEF, HP Drain, DEF Break, Counter, and CRIT DMG Boost buffs if she's not in a Chaos team.
Another limitation Nebra faces is her sustain options. After the 6th turn, her 75% damage cut is gone (or goes down to 50% if you have her Unique Weapon), so she may need someone to protect her. In a full Chaos team, she will need to at least have Festive Natasha or Ophelia to tank hits.
If there is nobody to take hits for her, Nebra's survivability takes an increased risk in a protracted fight.
Stick to Mono-Chaos Teams
Nebra is a good unit to have in any Chaos team, and she can take up a slot alongside the likes of Festive Natasha, Illya, Paladea, and flex options (players have been seen using Nebra alongside Treasured Cerberus, Carmilla, and even Armstrong).
Players should note that even though it's optimal to put her in a Chaos team, she can still be used for her intended role in multi-soul teams. Just don't expect her to perform as well as she would in a mono-Chaos team.
