If the stack count of Malefic Bubbles becomes 5, Malefic Bubbles is dispelled, and this skill inflicts Fainted on that target for 1 turn. This skill will not activate from the 3rd turn and onward. |

Secondary DPS and Support Unit That Wants to Take Enemy Hits
The way Nebra's skillset appears to work is that she wants to get hit as much as possible, since that triggers her first passive Witch of Malefic
bubbles, which not only inflicts stacking DEF Break debuffs on the enemy that attacked her, but also iincreased damage from her Bubbles of Repetance active skill (an AoE attack that deals up to 1140% ATK damage).
Meanwhile, she supports her teammates with her first active skill, which gives ATK and Chance to Hit buffs to up to 3 allies with the highest ATK.
Chaos Typing Limits Team Options Even Though She May Need More Protection
Chaos witches have this tendency to only perform at their best when with other Chaos witches whose kits their skills can complement (also having a bunch of Chaos units in the same team gives all kinds of various buffs). The nature of Nebra's skills makes her fairly universal, but she will be missing out on DEF, HP Drain, DEF Break, Counter, and CRIT DMG Boost buffs if she's not in a Chaos team.
Another limitation Nebra faces is her sustain options. After the 6th turn, her 75% damage cut is gone (or goes down to 50% if you have her Unique Weapon), so she may need someone to protect her. In a full Chaos team, this might not be possible unless one of those members is Ophelia, but otherwise, Nebra's survivability takes an increased risk if a battle takes too long.
Great to Have in a Chaos Team but Not Much Else
Nebra is a good unit to have in any Chaos team, and she can take up a slot alongside the likes of Festive Natasha, Illya, Paladea, and a flex option (Lunalynn/Ophelia/etc.).
Outside of this, her skills don't lock her into being used only in a Chaos team. Even though it's optimal to put her in a Chaos team, she can still be used for her intended role in multi-soul teams. Just don't expect her to perform as good.

Give ATK, MAG, PM DEF Break Runes
Since she's a Secondary DPS, you want to increase Nebra's damage by increasing her MAG and ATK stats, as well as her PM. DEF Break stat, with runes. Give her Debuff ACC to increase her chance of inflicting a debuff on the enemy (which is necessary for her skillset to work).
For defensive runes, CRIT RES, STA, and HP should be enough to keep her alive though Debuff RES won't hurt either.

Here, Nebra acts as a support and secondary DPS alongside Illya's Cursed version, Festive Natasha, and Paladea (who will most likely receive Nebra's Chance to Hit and ATK buffs).
The last slot can contain anyone you need utility for (such as Lunalynn and her Silence debuffs unless the enemy is running a unit with Silence protection).
