The Parachute is automatically unlocked during the mission Du or Die, when meeting Raiza for the first time.

To use the Parachute, you will have to find somewhere significantly high for you to jump or fall off of. Air Dropping into fast travel locations allows you to Parachute down to the ground – you will simply have to press the button prompt for it and guide yourself to the ground in a location you wish to land on.
