Non-unique weapons are usually obtained from FND chests while Unique weapons are usually from Yaran Contraband chests. An FND chest's content can be random and you might get Gun Powder or a different gear instead of this one.

Unique Weapon Locations (Yaran Contraband)
You can purchase Skorpion from Juan's Arms Dealers (marked by a green icon with a shopping cart) or from Guerrilla Garrison (a Camp Facility built via the Construction Desk) using Yaran Pesos.
