Can confirm, we went Riolu hunting and every time, that floor had a friend bow, 3 TMs (I think ice beam and flame thrower and I forget the third one) and two deluxe boxes, about 5 times in a row
On floor 20 of Solar Cave you are met with a bunch of items, the first time I completed it I acquired the friend bow. It's either luck or its set in stone that you obtain it in this dungeon. Hope that helps.
