Considering, Charmander's weaknesses, Skitty is the best partner. With access to Charge Beam and Grass Knot, Skitty already starts out covering Torchic's weaknesses to Water-, Rock-, and Ground-type Pokemon.
On top of that, Skitty also has access to a wide range of moves like Ice Beam beat Pokemon types that Charmander can't hit as hard.
