Mt. Steel is where you have your first Boss battle, so you will want to come prepared. If you bring Sleep Seeds to stop Skarmory from attacking and Blast Seeds for high damage output, you should be able to defeat him easily.
Since Bosses tend to deal a lot of damage, you should also bring Oran Berries to heal with.
Lastly, in the Dungeon itself you want to look out for Geodudes. By boosting their Speed with Rock Polish, they can kill you while you try to run away, so make sure to knock them out before continuing.

While water type Pokemon are recommended for the normal enemies of Mt. Steel, we recommend Fire and Electric starters for a better match up against the Boss, Skarmory.

Since this is the first Boss battle of the game, the fight is not too difficult.
If you have one, start by throwing a Sleep Seed at Skarmory and follow up with Blast seeds to quickly finish the fight. Skarmory seems to have around 170 HP, so two Blast Seeds should be enough to defeat him.
If you don't want to use items, you should aim for his weaknesses and use Fire or Electric type moves.
