While Skitty has pretty wide coverage thanks to its movepool, it still needs protection from Fighting-types, which Psyduck can provide through its Psychic-type moves.

As a Water-type Pokemon, Psyduck can also cover Rock-type Pokemon, which resist Normal-type moves.

During Sunny weather or in Extremely Harsh Sunlight, it charges for an immediate attack on the first turn. But during Rain, Heavy Rain, Hail, or a Sandstorm, the damage will be reduced.
Thunderbolt ElectricElectric It damages nearby enemies. It could also cause Paralysis.

Notes

  • STAB Double Slap provides Skitty with a go-to move for the whole game. If Skitty has access to the Steamroll Rare Quality, then Double Slap can take out any non-boss Pokemon in the game in one turn.
  • Ice Beam and Solar Beam, Thunderbolt provide Skitty with both excellent coverage and the range that Double Slap lacks. Skitty has low Sp. Atk, but through leveling, stat-boost items and held items, Special Attacks can be a great tool.
  • When using Solar Beam, a Groudon can be useful as it can provide both Sunlight and Extremely Harsh Sunlight.
  • Other moves to consider are Blizzard, Shadow Ball and Thunder.

Sunny Day FireFire It changes the floor's weather to Sunny. The power of Fire-type moves goes up, and the power of Water-type moves goes down.
Swagger NormalNormal It makes an enemy Confused, but it also sharply raises the enemy's Attack.
