Effect When this item is equipped, Pokemon you battle will be more likely to join you. It's also said that Shiny Pokemon will want to join you, too. It's only effective when the leader equips it, though.

Can confirm, we went Riolu hunting and every time, that floor had a friend bow, 3 TMs (I think ice beam and flame thrower and I forget the third one) and two deluxe boxes, about 5 times in a row

On floor 20 of Solar Cave you are met with a bunch of items, the first time I completed it I acquired the friend bow. It's either luck or its set in stone that you obtain it in this dungeon. Hope that helps.
